The Los Angeles City Council took a series of procedural and substantive votes at its April 4 meeting. Key outcomes:
- Item 2 (required public hearing): approved. Roll call recorded 10 ayes.
- Items 3 through 11 (items for which public hearings had been held): approved. Item 11 adopted the Public Safety Committee report, which removes an acreage requirement; roll call recorded 10 ayes.
- Items 12 through 34 (items for which public hearings had not been held), with exceptions noted below: approved by roll call, 10 ayes on the batch. Item 13 and item 31 had been previously continued; item 30 was referred to the Planning and Land Use Management (PLUM) Committee; item 36 was continued one day to April 5; other continuances were recorded as noted in the minutes.
- Item 15 (Community Redevelopment Agency repayment): the council authorized receipt of $1,100,000 in loan repayments related to the refinance of a development project (principal plus approximately $100,000 in interest). Roll call: 10 ayes.
- Item 18 (AB 2838 / LAFCO reform): the council approved committee recommendations to support AB 2838 with requested amendments and directed staff to monitor legislative changes. Roll call recorded 11 ayes. (See separate article for full discussion.)
- Items 29 and 32: resolutions on recycled-content procurement and urging Coca‑Cola to increase recycled plastic content were adopted; roll call recorded 11 ayes. Advocacy testimony accompanied the items.
- Special meeting: the council convened a special meeting, then approved a Community Development Department request for position authority (committee report) by an 11-0 vote.
Several items were continued or referred: item 1 was continued two weeks to April 18; item 13 was continued to April 18; item 31 was continued to May 5; item 36 was continued one day to April 5; the city attorney advised item 35 (closed session) be continued to April 12.
These votes were recorded by roll during the meeting; where a roll call tally was announced the council recorded either 10 ayes (early session while one member had not yet arrived) or 11 ayes as members joined later in the meeting.
