The commission adopted a resolution finding the project categorically exempt from CEQA under the infill‑development exemption (CEQA Guidelines §15332) and approved the development plan subject to conditions of approval.
The project application describes 10 self‑storage buildings with a total building area of 124,398 square feet to be built in two phases. Phase 1 would complete Buildings 1–7 and use the area planned for Buildings 8–10 as RV and boat storage; phase 2 would finish Buildings 8–10 within two to 10 years depending on rental rates. The site plan shows an office/residence at the front of the property, on‑site parking, a main gated access and a secondary access at the southeast corner served by a 40‑foot easement on the south side of the parcel. Staff noted the parcel is in a light‑industrial zoning district, which permits self‑storage uses.
Staff described design elements including wrought‑iron fencing and stone veneer at the office and along storage walls facing Garden Highway; the staff presentation also noted the signage shown in the materials was not part of the application. Staff said typical traffic generation for self‑storage is low and that city services are available. The approval includes a condition prohibiting parking of commercial trucks, trailers and tractors on the site.
Commissioner Noor asked whether soil contamination was a concern given the site's former use as an auto repair lot. John Mallon, identified in the record as the applicant, said the property was purchased roughly a year ago and that ``they did a phase 1 and I don't think anything came back from.'' The commission opened and closed public comment with no members of the public speaking on the item.
A motion to adopt the CEQA determination and approve Development Plan 25‑01 carried on the commission's voice vote; the chair called for aye and there were no recorded no votes. The commission's action approves the development plan and related findings as presented to the commission and imposes the conditions listed in the staff report for APN 54010008.
The commission returned the item to the agenda after taking final action and moved on to subsequent matters.
