The board voted 5-0 to adopt a resolution and present a plaque honoring William Emlen for more than 15 years of service with Solano County and 44 years in city and county administration. Board members and county officials recounted Emlen’s tenure as director of resource management, assistant county administrator and county administrator, his role during the COVID-19 pandemic and the LNU Lightning Complex Fire, and his work managing American Rescue Plan Act allocations for housing and infrastructure.
The board also unanimously adopted a resolution recognizing Christine Rogers, principal management analyst, on her retirement after nearly 21 years of county service. Multiple supervisors and county leaders praised Rogers’ institutional knowledge and work on budget and fiscal items.
Separately, the board adopted a resolution recognizing October 2025 as Domestic Violence Awareness Month in Solano County. Nora Martinez, lead navigator at the Solano Family Justice Center, and Jeff Lelea, victim witness program coordinator for the Solano County District Attorney’s Office, spoke at the dais about community outreach, survivor support and an upcoming Oct. 22 courthouse event.
The board commemorated the 250th birthday of the United States Navy with a 5-0 vote and acknowledged the local history of Mare Island Naval Shipyard, which the resolution described as the first permanent U.S. Navy installation on the Pacific Coast and a contributor to regional shipbuilding and defense. Navy veterans attended and spoke briefly.
The board also adopted a resolution recognizing October 2025 as California Farmer and Farmworker Month, noting Solano County’s agricultural production and the role of farmworkers; community groups including California Human Development and the Solano County Farm Bureau participated in the presentation.
A consent calendar item recognizing the traveling “Wall That Heals” Vietnam veterans memorial and scheduled local events was discussed during consent and received comment from a supervisor; the consent calendar was approved 5-0. The meeting included several ceremonial presentations and no ordinances or budget adoptions requiring separate roll-call votes during the regular calendar.
