Committee recommends ratifying NOACA board change to add Geauga County engineer

The Public Works Procurement and Contracting Committee favorably recommended Resolution 20250253 to the full council, a measure ratifying an amendment to the code of regulations of the Northeast Ohio Areawide Coordinating Agency (NOACA) that would change one Geauga County board seat from a county commissioner to the Geauga County engineer.
Annie Pease, senior advisor on transportation to the Cuyahoga County Executive, told the committee that NOACA is a five-county transportation and environmental planning agency governed by a 48-member board of elected and appointed officials. Geauga County requested that one of its three county-commissioner seats be redesignated for the county engineer; the change does not add a new seat but replaces the designation for one existing seat.
Pease said the NOACA Board of Directors passed a supporting resolution at its June 13 meeting and the Geauga County commissioners approved their own resolution of support on June 17. "With this change, they aren't adding a new seat, but rather changing an existing seat currently designated for a county commissioner to the county engineer," Pease said. The amendment requires approval by the NOACA board and the other four counties represented on the NOACA board, including Cuyahoga County.
A committee member moved that the panel favorably recommend Resolution 20250253 with a recommendation for suspension of second reading to meet NOACA's early-September timing; the motion was seconded and passed by voice vote. The chair announced, "Ayes have it."
