Chamber’s Halloween vendors approved for downtown; council to fund porta-potties and waive permit fee

The Eureka City Council agreed Aug. 25, 2025, to fund portable toilets and waive the city’s special-event permit fee for the Tenoch Chamber of Commerce’s downtown Halloween vendor event.

Jessica Sevra, representing the Tenoch Chamber of Commerce, requested the city again donate portable toilets and waive the permit fee as it has in prior years. She also asked whether the Memorial Building could be made available as a backup indoor location for vendors in case of bad weather.

Council action and context A motion to pay for the porta-potties and waive the special-event permit fee was made, seconded and approved by unanimous voice vote. Council members discussed prior practice: the city had covered porta-potty costs in the past and typically paid vendors afterward rather than ordering them directly.

Sevra said the chamber plans to bring local vendors — including bakers and similar small businesses — and noted the Utah State Tax Commission had indicated a limited number of vendors could obtain a city permit for this small event if the council approved.

Council direction Council members said staff should confirm the logistics — electricity needs, ordering and payment process, and building availability if weather requires moving vendors indoors. The council also noted improved electrical capacity in the Memorial Building and asked staff to coordinate details with the chamber.

Ending The council asked staff to confirm arrangements and to inform the chamber of any requirements for vendor electricity or other logistics before the event on Oct. 25, 2025.
