Commissioners approve remediation estimate for 44 Susquehanna Street pending air-quality test results

Carbon County commissioners approved a motion to accept an estimate from Servpro for remediation work at 44 Susquehanna Street but amended the approval to make full action contingent on the results of recent air-quality testing.

Commissioners discussed whether the Servpro estimate described "remediation" broadly, noting that remediation could include testing, demolition and disposal of contaminated material. Several commissioners and staff said the county has not yet received the laboratory test results and that the county did not intend to begin demolition before test results were reviewed. A motion to approve Servpro's estimate was rescinded and replaced with a motion to authorize the work pending receipt of testing results; that amended motion passed with the commissioners' affirmative votes.

County staff said initial testing had been performed and that results were expected; staff member Lisa (identified in the meeting) confirmed that testing took place on Tuesday and that the county was awaiting results. Commissioners expressed concern about delaying work while a potential health hazard existed and sought language that would allow immediate steps if the tests indicated urgent risk.

The matter will proceed with the vendor engagement conditioned on the county receiving and reviewing the lab testing and any air-quality clearance reports before irreversible demolition or disposal begins. Commissioners asked that the solicitor and relevant staff be available while results are reviewed and that Boyle Construction (consultant/contractor referenced in discussion) be kept informed of any requirements.
