York Suburban SD board members discussed Policy No. 353, the district's whistleblower policy, during the Aug. 25, 2025 meeting but took no formal action.
Board member Doctor Lorfinc asked why the policy's appeal language routes complaints against the superintendent to the board president rather than the full board. Doctor Lorfinc said the district's current draft did not specify how an appeal would be considered beyond consultation with the solicitor and the compliance officer. "If there's a complaint related to you, it goes to the board president," a board member observed while reading the policy aloud; other board members asked whether the appeal should instead go to the full board. Board member Mister Sanders said he favored reporting to the entire board for issues involving senior leadership: "If it's something related to the senior leadership of the organization, then full board should be the last stop for a whistleblower at that point in time."
Staff said the policy had been reviewed alongside other policies and that they would look into updating the administrative guidelines or policy language to reflect board expectations. One staff speaker suggested embedding revised language in administrative guidelines after further review. No motion to amend or adopt changes was presented and no vote was taken.
