Lisa Cerny, assistant county administrator for Public Works, told the Administration, Operations and Budget Committee the R2 responds to “ongoing conversations with Hennepin County cities, especially the City of Minneapolis” and aims to increase accountability so local and county goals — including a county vision defined in 2021 and the county’s 2023 0‑waste action plan — can be met. “This resolution is compliant with state statutes and our solid waste management plan,” Cerny said.
