Goodhue County board approves consent agenda, authorizes traffic-signal repairs and bridge agreement

The board approved the minutes of its July 15 meeting (moved by Flanders, seconded by Venture) and unanimously adopted a revised agenda before taking up the consent agenda, which the board approved by voice vote. The consent agenda included: approval of a 2026 treatment court agreement; an application for an exempt permit for an American Legion bingo at a Goodhue County site; authorization for the IT department; approval to sell a sheriff’s office vehicle through Hudson Auction Service; approval to sell public works items at a public surplus auction; award of a contract for landfill closure work; approval of the final contract payment for 2025 traffic marking; and approval of a Region 1 Southeast Minnesota joint powers agreement related to emergency management services.
Public works staff reported that on Thursday, July 17, a truck struck the traffic signal at the intersection of Dent Street and an arterial in the city of Windlake, rotating the signal and causing damage. Jess Greenwood of public works said staff responded and that a police report was filed and the driver stopped. County staff said they will pursue payment through the truck driver’s insurer but noted that insurance limits and coverage may affect recovery. Board members discussed bidding and the possibility that final repair costs could exceed initial estimates. During the discussion, a $120,000 figure was referenced as the baseline for approval; board members approved the replacement work by voice vote and instructed staff to continue work with insurance and procurement processes as information develops.
The board also approved an agreement with the Minnesota Department of Transportation (MnDOT) related to Bridge No. 25530 on County Road 7, a timber structure the board had inspected on a previous road tour. Public works staff said the bridge has needed repair work for several years and that replacement work will begin in the coming weeks under the approved agreement. The board approved the agreement by voice vote.
Later in the meeting the board approved county claims and bills by voice vote.
Board members made no binding changes to county budget planning at the meeting; county staff noted a copy of the proposed county budget was available for public review and that the board will continue budget work in coming months.
