The Houston County Planning Commission voted to recommend that the Houston County Board approve a conditional use permit to expand an existing rock quarry in Spring Grove Township.
The recommendation covers an 11.3-acre boundary expansion to encompass stockpiling and a roughly 7-acre excavation area within an historic quarry footprint (total quarry area cited at about 25.25 acres). County staff said the south quarry face has about two years of permitted rock remaining under current limits and that, with the approved expansion, the operator anticipates finishing the south side and preparing to move operations across the highway in roughly five to seven years.
County staff told commissioners the expansion would not change operational intensity, only the physical boundary. Staff analysis noted the quarry has historically supplied aggregate used in local construction and road maintenance and that the proposal conforms with the county comprehensive land use plan. Staff recommended a list of standard conditions; commissioners discussed blasting protocols, seismograph monitoring, stormwater controls and reclamation measures before voting to forward the permit with the proposed conditions.
Key details - Applicant/owner: described in the record as G and K Development / G cubed and operator Skyline (representatives spoke on behalf of the quarry). The application references historic permits split into CUP 417 and CUP 418 for the same overall quarry. A separate conditional use (CUP 406) was noted as the basis for a nearby mobile home sited within required setbacks; staff said that permit was recorded in 1976 and remains tied to the property. - Area and timing: the expansion adds about 11.3 acres to the quarry boundary (county analysis gave 25.25 acres total for the operation). Staff said the existing south face has roughly two years of material under current permitted limits and that excavation across the road is planned as a multi-year sequence (staff described a 5โ7 year horizon for moving operations). The applicant said they are not increasing production capacity, only preparing a future face for continued extraction. - Environmental controls: staff repeatedly noted that excavations are proposed above the water table and that an NPDES/MPCA construction-stormwater permit will be required prior to activity on site. Stormwater is to be contained within the quarry floor and berms are required to prevent off-site flow to neighbors. The application notes no chemical storage beyond gasoline and diesel and that portable toilets and licensed contractors will be used for services and blasting. - Blasting and neighbors: commissioners and members of the public pressed the applicant on blasting. The applicant said licensed blasting contractors are used for all shots, seismographs are placed for each blast, and neighbors within the blasting notification range are notified; staff and the applicant referenced required seismograph monitoring under blasting regulations and liability/insurance carried by blasters for accidental damage to wells or structures. The applicant stated that for prior blasts seismograph records exist and that blasts are monitored to remain within regulatory limits. Staff highlighted a proposed condition that addresses seismograph monitoring as part of blasting operations.
Votes and next steps - The planning commission found that the proposal met the county findings for a conditional use permit (multiple findings read into the record and approved by voice vote). The commission then voted to recommend approval of the conditional use permit to the Houston County Board with the stated 10 conditions; the motion carried by voice vote. The recommendation will go to the County Board for final action.
Why it matters The quarry supplies aggregate used in local construction and road maintenance; the expansion would extend the local source of aggregate while raising concerns among nearby residents about blasting vibration, well impacts and local drainage. The county conditions require state-level stormwater and blasting controls before substantive activity begins.
Ending note County staff and the operator said they will follow MPCA and blasting regulations and that reclamation and financial assurance conditions are required; the County Board will take the commission's recommendation up at its next scheduled meeting.
