Ghas asked the council to continue the matter to Sept. 17 to allow staff to review a jointly prepared proposal. He said the parties would withdraw the item from the calendar if they reach agreement.
Council action and guidance on public comment Council Member Charette moved, and Council Member Ortiz seconded, to continue the public hearing to the Sept. 17, 2025 council meeting. The city attorney recommended not accepting public comment at the continued session because staff would not present and any comments now would not be part of the evidentiary record for the hearing. The council voted unanimously to continue the item.
Next steps The council continued the hearing to Sept. 17 and directed staff to accept the parties’ proposed revision for review. If the parties resolve the condition, the matter will be removed from the calendar; if not, the council will resume the hearing and receive staff presentations and public testimony on Sept. 17.
