$3.4M CDBG‑DR request for Edgewood Park detention basin aimed at reducing South Park flooding

The Housing and Community Development Department asked the committee on Aug. 19 to approve a letter of agreement to use community development block grant disaster recovery (CDBG‑DR15) funds for flood‑mitigation improvements at Edgewood Multiuse Park and Detention Basin in the South Park neighborhood.
Deputy Assistant Director Ryan Bibbs said the department proposes using CDBG‑DR15 funding for a multiuse detention basin and park upgrades at 5803 Belford Avenue in Council District D. The improvements would lower and regrade existing recreational areas — including the soccer field, baseball field, basketball court, playground, trail and green space — to create a detention basin that temporarily holds stormwater, directs flow to the South Bank Street storm system, and includes underground stormwater storage beneath an upgraded parking lot.
Planned amenities cited in the presentation include an upgraded football field, walking trails, benches, pedestrian lighting and trees. Bibbs said Houston Public Works will manage bidding, contractor selection, design and construction; the project is in the design phase and construction is anticipated from February 2026 through September 2026.
Bibbs said the total project budget is $4,611,000, with Housing & Community Development funding approximately $3.4 million and Houston Public Works contributing about $1.1 million. He said the improvements are intended to mitigate recurring flooding in the area and to both protect homes and rights-of-way and improve community amenities.
Councilmember Julie Ramirez, who said she has met with residents of Edgewood Park, asked about the timetable and what would happen to the current detention area. Bibbs replied that the detention basin will be deepened to increase capacity and that new underground piping will speed flow toward South Bank Street. On who would determine specific field design choices, Bibbs said the project team is coordinating with Houston Public Works and identified a Public Works contact as “Masodio Molar,” offering to provide the full contact name to council offices.
Next steps: staff requested committee approval of the LOA so that Houston Public Works may proceed with final design and procurement. The department said it will circulate more detailed contact and design information to council offices as it becomes available.
