Commission continues rezoning case at 4211 Boxwood after neighbor concerns; returns Sept. 2

The City of San Antonio Zoning Commission voted to continue consideration of a rezoning at 4211 Boxwood Road to its next meeting on September 2 after significant public concern and requests for more neighborhood outreach.

Staff (Rado Gomez, senior planner) initially presented the case as a request to change zoning from R‑20 (residential single family) to R‑6 CD with a conditional use for two dwelling units. The staff report said surrounding properties are developed in patterns compatible with the requested zoning and that the request was consistent with the Strategic Housing Implementation Plan encouraging alternative housing types. The applicant’s representative, Elizabeth Russell, clarified the applicant’s intent: the owner owns adjacent lots and intends single‑family homes (not duplexes or apartments), remove a nonconforming metal building, and develop up to three single‑family dwellings over time. During the hearing the applicant amended the request to R‑6 without a site plan.

The commission noted multiple recorded voicemails and public comments objecting to the rezoning. Voicemail callers and speakers cited past disturbances at the property, claims of unpermitted construction and sewer work, concerns about overbuilding and impacts to property values, and requests for more neighborhood notice and outreach. Staff’s published notice summary: 21 notices mailed; 0 in favor, 2 opposed within 200 feet; 3 opposed outside 200 feet; no responding neighborhood association within 200 feet.

Commissioner Hinojosa moved to continue the item for two weeks to allow neighborhood outreach; Commissioner Kellum seconded. The commission approved the continuance by roll call. The applicant and staff were instructed to pursue neighbor outreach and return to the commission on Sept. 2.
