Perry County commissioners convened a brief special meeting to open a previously unopened bid for a county paving contract that staff said had been received Aug. 1 at 4 a.m.; the bid from Libs Paving of Floyd Knobs, Indiana, totaled $98,600.
County staff told commissioners the envelope containing the third bid had been mixed in with redevelopment paperwork and was not opened with two other bids found earlier. A county staff member said, “It was received on August 1 by 04:00 just like the others were.”
The chair, identified in the record only as the meeting’s presiding commissioner, confirmed the third submission and announced the bid: “That’s Libs Paving. It’s from Libs Paving.
