Woodford County Fiscal Court actions: grants, zoning, budget first reading and road bids

The Woodford County Fiscal Court approved a series of resolutions, motions and first/second readings covering grants, zoning, a budget amendment first reading, roadwork contracts and administrative actions during its meeting.

Key votes at the meeting included:

- Huntertown recreational-trails grant amendment (Resolution 2025-05A): The court adopted an amended resolution to apply for recreational-trails grant funding with revised amounts — $47,619 in grant funds requested and a resulting local match of $2,381 (a $119 savings from prior figures). Motion by Squire Gill; second by Squire Blackford. The court adopted the amended resolution by voice vote.

- Withdrawal of prior budget ordinance and first reading of amended budget amendment (Ordinance 2025-08 withdrawn; Ordinance 2025-11 first reading): The court withdrew ordinance 2025-08 (budget amendment number 1) because carryover amounts were miscalculated, then approved the first reading of ordinance 2025-11 to realize $3,101,655.54 in unbudgeted receipts from prior-year carryover and other sources. Motion to withdraw by Squire Brown; motion to have the first reading by Squire Brown. The county attorney said the amendment lists prior-year carryover for multiple funds, federal grants (including FEMA disaster recovery), opioid settlement funds, sheriff's asset forfeiture, clerk permanent-storage fees and ARPA carryover; a second reading will be scheduled.

- Zoning map amendment (Ordinance 2025-09, second reading): The court approved the second reading of an ordinance rezoning 1.19 acres at 197 Browns Mill Road (Sea Island Sole Company LLC) from R-1B to A-1. The county attorney read a summary of the ordinance, which must be published in summary form within 30 days.

- Roadwork and paving contracts: The court accepted several bids recommended by Road Supervisor Beau Wilson. Mago Construction was awarded $78,570 for the paving of 4 Acre Road (known as 7 Creeks) and $237,150 for partial paving on Heffner, Oregon, Buck Run, Germany and Watts Ferry roads. The court also authorized advertising and bid processes for Shore Acres Road (flex funds) and sections of Huntertown Road.

- Rural secondary/flex funds: The court approved execution of the rural secondary program agreement with the Kentucky Transportation Cabinet for $170,976 and adopted the accompanying resolution (2025-07).

- Surplus property and other administrative actions: The court approved surplusing several Solid Waste and Recycling vehicles for sale on GovDeals; ratified execution of a county conservation deed; approved the transfers and bills to be paid; approved a personnel order and opened and authorized advertising for a maintenance specialist position; approved HMB Professional Engineers work order number 1 for the Pains Depot project; and approved facility-use requests for courthouse events (Twilight Festival on Sept. 6 and Spooktacular on Oct. 26).

- Compass mental-health contract: The court approved a contract with Compass for mental-health services to EMS contingent on final review and approval by the county attorney and the judge executive.

Many of the votes were voice votes with the court recording unanimous approval. When the court held first readings (budget and taxation ordinance), final adoption will require subsequent action at a later meeting.
