Bullhead City Council: votes at a glance — liquor license, road grant, equipment and maintenance contracts approved

At its Aug. 5 meeting Bullhead City Council approved a set of routine and project actions including a recommendation on a restaurant liquor license, a $1.5 million state IGA for Hancock Road, public safety equipment purchases, pavement material contracts and a wastewater membrane replacement contract.
Bullhead City Council took a series of routine and project votes at its Aug. 5 meeting. Highlights and outcomes announced during the meeting included:
- Liquor license (Item 3): The council recommended approval to the Arizona Department of Liquor Licenses and Control for an interim permit and a new Series 12 restaurant liquor license for Migliato's Mexican Food at 2440 Adobe Road, Suite 112 (applicant Miguel Navarro). The clerk announced "7 in favor; motion carries." The motion forwarded the city's recommendation to the state agency; the state issues the license.
- Hancock Road IGA (Item 6): Council adopted a resolution approving an intergovernmental agreement (IGA) with the State of Arizona for $1,500,000 (IGA 25‑0011190‑I) toward Hancock Road improvements. Staff said the total project cost is expected to be about $3 million and additional city budget appropriations will be needed. The clerk announced "7 in favor; motion carries." Staff said the state transfer would be conveyed upon signature and that design and bid planning would follow.
- Public safety and maintenance purchases: Council approved a set of procurement items included in the agenda: a sole‑source purchase of SWAT protective equipment from Aardvark Tactical for $63,075.67 (Item 7), a contract for PMCQS‑1H asphalt emulsion not to exceed $771.68 per ton and total FY26 amount of $926,014.74 from Ergon Asphalt & Emulsions, Las Vegas (Item 8; clerk announced "6 in favor; motion carries"), purchase of Type 2 slurry seal sand from SNS Concrete of Bullhead City not to exceed $33.29 per ton or total $199,735.20 for FY26 (Item 9; clerk announced "7 in favor; motion carries"), and replacement membranes for Section 18 wastewater treatment plant from Xenon Environmental Corp. not to exceed $809,830 plus applicable taxes (Item 10; clerk announced motion carries). City staff confirmed budgets or budget authority for these items in the adopted budget or in department budgets.
- Contract and intergovernmental resolutions: In addition to the Hancock Road IGA, council approved a 5th amendment to the Catholic Charities MOA and approved the Boys & Girls Club MOA amendment (separate articles). Council also adopted a resolution inviting the Secretary of the Interior (named in the resolution as Doug Bergman) to attend the 75th anniversary of Davis Dam and to participate in an intergovernmental summit on or about Jan. 8, 2026 (Item 11). The clerk announced "7 in favor; motion carries."
The meeting record shows the council used staff briefings and public comment before acting. Where the vote tally was read aloud it was recorded in the minutes; several votes were unanimous and several routine procurements carried with the mayor calling the vote. No items were tabled.
