Committee forwards multifamily EV charging program, recommends CLEAResult agreement to full council

The program aims to reduce greenhouse-gas emissions from personal light-duty vehicles and to increase access to EV charging for renters by supporting installation of cost-effective charging stations at multifamily properties. Staff described two main program components: free technical assistance for property owners (site assessments, design and bid support, cost estimates and contractor/incentive information) and financial incentives targeted to reduce the need for costly electrical-service upgrades. The presenter said the program will offer enhanced incentives for properties that include affordable housing.
Staff told the committee they selected CLEAResult as the program implementation vendor by "piggybacking" on a solicitation run by Marin Clean Energy. Staff said they had reviewed Marin Clean Energy's solicitation materials and confirmed that the process met the City of Santa Barbara's procurement standards. CLEAResult, a national consulting firm, will provide technical-assistance services; staff said the city will run the incentive component in-house.
Staff said the agreement with CLEAResult will be brought to the full City Council on Sept. 9 for final approval. Committee members moved and seconded the staff recommendation and carried it in a roll-call voice vote, with Council members Kristen Claddens, Eric Freeman and Megan Harmon voting yes.
The committee did not set specific incentive amounts in the update; staff said those details and final program design would be included in materials to the full council. Staff also said program eligibility (for example, how mixed-ownership condominium buildings would be treated) will be clarified during the technical-assistance and program-design phase.
The committee received the update and forwarded the recommendation to City Council for final approval.
