Carrollton HVAC replacement on track for Aug. 26 substantial completion; teachers may move in Aug. 20

Architects and the contractor updated the Isle of Wight County School Board on Aug. 7 about the Carrollton Elementary HVAC replacement project and said major equipment is installed, systems will be flushed and started next week, and the contractor expects to meet a substantial-completion date of Aug. 26, 2025.
Chris Gossett, a principal with RRMM Architects who is leading on-site oversight, told the board that boilers, cooling tower piping, variable-air-volume units and rooftop equipment are installed and that above-ceiling inspections and ceiling-grid installation are underway. He said the contractor, JRC Mechanical, is working extended hours and has assured RRMM that the schedule will be met.
Key near-term milestones listed to the board include a chemical flush to clean piping on Aug. 11, commissioning meetings beginning the same week, cooling-tower and boiler start-up on Aug. 12, demolition of an old rooftop condenser on Aug. 13 and setting of a new condenser on Aug. 14. Gossett said crews will continue ceiling and finish work after system start-up and that commissioning and tabulation checks will follow to verify system operation.
The project bid came in approximately $1.6 million under budget, Gossett said, while cautioning that change orders and the customary close-out work could affect the final accounting. Board members asked whether cleaning and final finish work could be expedited to allow teachers to move into classrooms before students return; staff and the contractor said they will allow phased teacher move-in beginning Aug. 20 in finished areas and that ABM custodial crews will follow to conduct final cleaning.
Dr. Coleman emphasized that the contractor had agreed to provide temporary cooling at its expense if shipping or equipment delays require it, ensuring school start dates will not be affected. The board asked facilities staff and RRMM to continue close oversight during final commissioning and to provide regular status updates to principals and the board.
Why it matters: Carrollton is a large capital project with near-term operational implications for the start of school. The board heard a detailed schedule that affects teacher move-in plans and final inspections, and staff said they are coordinating phased access for teachers while commissioning finishes.
"JRC Mechanical has assured us that they will meet the substantial completion date of August 26," Gossett said. Board members noted that while the schedule is tight, heavy equipment and piping are in place and the remaining work is finish and cleanup.
