The Parlier City Council on Aug. 7 adopted Resolution 2025‑63, confirming the annual diagram and assessment levy for the city’s Landscape and Lighting District.
Javier, a public-works presenter, said the district assessment is an annual process that pays for street lighting and contracted landscape maintenance in areas that opted into the district — primarily newer subdivisions and shared-strip areas such as the Parlier Avenue trail. “So the people who are in there get, essentially, landscaping and maintenance,” Javier said.
The council opened the public hearing and received no public comment. Following the hearing, a councilmember moved to adopt the resolution; the motion passed 4–0 with one absence.
City staff explained that the district pays PG&E bills for street lighting and funds contractor maintenance for specified landscaped strips and public trails; some rights-of-way remain the city’s responsibility to maintain. Council members asked staff to provide clearer maps and to clarify whether specific pathways in recent subdivisions were included in the district or maintained by the city. Staff said Fifth Avenue pathway in the new development is part of the light-district maintenance, while some other small areas are maintained directly by the city.
