Council awards Tuolumne Street pedestrian-safety contract to low bidder RJ Berry

The Parlier City Council voted to award a contract for pedestrian-safety improvements on Tuolumne Street to the lowest bidder, RJ Berry Junior Inc., at the Aug. 7 meeting.
Javier, a public-works presenter, told the council the city received a $250,000 award through the Highway Safety Improvement Program (HSIP) for permanent concrete improvements at the Tuolumne and Bridal corridor, where public works had earlier applied temporary pavement markings in front of a school. Javier said the project design includes decorative concrete, bulb-outs and other measures intended to narrow the crossing and improve safety for students.
Javier reported two bids: RJ Berry Junior Inc. submitted $223,040 and ARS Engineering LLC submitted $239,947. He recommended awarding the contract to RJ Berry, the lowest responsive bidder. Staff said fiscal impact would be $219,649 and that $185,400 would be grant funded by the HSIP program with a local match drawn from TDA street funds.
Councilmember Diego Garzett moved to award the contract; the motion was seconded by Mayor Pro Tem Sabrina Rodriguez. The motion carried 4–0 (one member absent).
A councilmember noted the location’s importance for children walking to nearby Benavides Elementary School and thanked staff for pursuing a permanent fix. The project will proceed to contract execution and construction scheduling; staff did not provide a start date at the Aug. 7 meeting.
