Planning and Zoning Commission recommends approval of Cardinal's Nest zone change in District 4

On Aug. 7, 2024, the Maricopa County Planning and Zoning Commission voted 7-0 to recommend approval of case Z240017, known as Cardinal’s Nest, a zone change to R-4 with a planned development for seven two‑story multifamily units on a half‑acre site north of the northeast corner of Glendale Avenue and 80th Avenue in District 4.

Staff told the commission that the recommendation appears in paragraph 14 of the staff report and that approval is subject to conditions a through g. Staff described the proposal as a zone change to R-4 with a planned development for multifamily housing consisting of seven units on a two‑story configuration on approximately a half‑acre. Staff reported there was no known opposition on the record.

Commissioner Hernandez moved to recommend approval of the consent agenda, which included Z240017. Commissioner Warren Whitney seconded the motion. The commission voted by roll call; Commissioners Finter, Hernandez, Layton, Toma, Whitney, Vice Chair Milhaven and Chairman Lindblom voted yes. The chair announced a vote recommending approval by a tally of 7 to 0.

Separately, the commission continued case MCP240005 (Fleetwood Storage, District 4) to the Aug. 21 hearing to allow correction of a public notice; no action on that case was taken at the Aug. 7 meeting.

The commission opened with required public‑meeting notices citing Arizona Revised Statutes section 38‑431, and the meeting record shows the staff reports will become part of each permit record. The meeting adjourned following the consent vote and the continuance notice.
