Zoning administrator approves Nutmeg (City Vista) plan changes to seek IBHS wildfire certification; private lift station to be HOA-maintained

The City of Escondido Zoning Administrator, Veronica Moronis, on July 17, 2025 approved modifications to the Nutmeg Subdivision (also called City Vista; case numbers PL240274 and PL250169) precise development plan to allow architectural and landscaping changes intended to qualify the project for Insurance Institute for Business & Home Safety (IBHS) wildfire certification.
Planner Greg Mattson presented the request and said the modifications replace exposed wood elements with exterior stucco and metal architectural features, change building styles from craftsman to Spanish, replace wood fencing with wrought iron, remove a gas fire-pit feature (no gas line proposed), and relocate landscape trees so canopies are at least 5 feet from structures. Mattson said the landscaping revisions result in a net reduction of four trees across the site; staff confirmed the project will include a private sewer lift station constructed to city standards and maintained by the homeowners association (HOA).
Moronis confirmed for the record that, pursuant to the zoning code cited in the hearing, no public hearing was required for the modification to a precise development plan but the item included a request for a design review permit. Staff cited code language on that point: "Section 33-411(b), no public hearing is required for a modification to the precise development plan," and "Article 64 30 33 13 60" (as referenced in the staff presentation) supporting minor use and design review processes.
Moronis also noted a typographical error on the staff report title page and clarified the affected assessor parcel numbers (APNs) for the record as 224-260-23, 224-260-46 and 224-260-47. She asked and staff confirmed the proposed lift station is private and will be maintained by the HOA; staff described the lift-station infrastructure as largely subterranean with some associated piping and a freestanding pedestal.
An applicant representative stated they are updating the fire-protection plan to meet the new wildfire-related conditions and confirmed they had reviewed the draft conditions of approval. Moronis moved to approve the project with a modification to Exhibit B to explicitly incorporate previously approved city council findings and to reference the prior resolutions and ordinances that certified the final environmental impact report and master development plan. The motion incorporated a set of resolutions and ordinances referenced on the record and approved the modifications as described.
The approved modifications include the architectural revisions, the landscape amendments that relocate trees and reduce the total tree count by four, removal of the gas fire pit, and requirement that the private sewer lift station be built to city standards and maintained by the HOA. The transcript records no public comments on the item. The decision was issued on the record by the Zoning Administrator on July 17, 2025.
