Votes at a glance: Clovis commission approves quarter financial report, accepts federal grant, and lowers short vendor fee

At Thursday’s meeting the Clovis City Commission approved several routine but consequential items by unanimous voice vote.

Resolution No. 3330-2025, the city’s 2025 final quarter financial report, was presented by Finance Director Leanne Melanson who said the report is balanced and must be submitted to the New Mexico Department of Finance and Administration by midnight July 31. The measure was moved by Mayor Pro Tem and seconded by Commissioner Porter and carried without dissent.

The commission also voted to accept a USDOT grant (referred to in the meeting as the "Chrissy Grant") associated with a BNSF partnership. City Manager Justin Hovalt said the total award is about $1,200,000, BNSF is contributing about $550,000 toward the project, and the city’s required match is $90,000 to come from Fund 65; staff said the match was included in the adopted budget. Commissioner Garza moved acceptance and Commissioner Tarsten seconded; the motion carried unanimously.

Finally, the commission approved a change to vendor fees for community events recommended by the Parks and Recreation Beautification Committee: vendors at events under four hours will be charged $50; vendors at events over four hours will be charged $100. Parks staff member Miss Burrows described the committee recommendation as a response to vendor concerns about short events. Commissioner Garza moved the change; Commissioner Jones seconded and the motion carried unanimously.
