Kootenai County authorizes $20,000 for Greens Ferry Park preconstruction work and approves planning contract

Kootenai County commissioners on July 29 approved two linked actions to advance reconstruction and shoreline protection work at Greens Ferry Park along the Spokane River.
Parks and Waterways Director Nick Snyder told the board that erosion along the park shoreline requires action sooner than planned. "The erosion along the shoreline is not going to wait for us, nor new funding season," Snyder said, explaining the need to accelerate preconstruction work.
The board authorized the Parks and Waterways Department to expend up to $20,000 from the parks fund balance to complete required topographic site surveying and permitting work. Separately, the board approved an independent-contractor agreement with Yoy Inc. DBA Virtus Parks and Waterways in the amount of $11,500 to provide preconstruction engineering and permitting services for the Greens Ferry site. Staff said available fund balance in the Parks 35 fund covers the cost.
Both motions were moved, seconded and recorded as carried by the board.
Why it matters: the approvals allow county staff to proceed with design and permitting work needed before construction or emergency shoreline stabilization, and they commit county funds and vendor services for the immediate preconstruction phase.
Next steps: Parks staff will proceed with surveying and permitting work and execute the Virtus contract; funding and construction scheduling were described as subject to future budgeting and project planning.
