Albany County amends DPW overtime budget using surplus overtime-incentive funds

The Albany County Legislature approved an amendment to the Department of Public Works 2025 budget to move surplus funds from an overtime incentive line into the regular overtime line.
Christian (executive director) told the Legislature the overtime-incentive surplus arose because the department had budgeted assuming many operators would qualify for a bonus tied to winter call-ins; fewer employees met the threshold and the department therefore had a surplus in that line. Christian said the overtime line is running over budget due to extended winter maintenance and road work, and staff proposed shifting the surplus to cover those overtime costs.
A legislator asked whether workers "opted not to come in" or whether there were fewer call-ins; Christian said employees declined some assignments, so the department filled shifts by moving to the next person on the call list. The Legislature approved the transfer by voice vote.
