City to hire Salt City to resolve title questions on Eastwood properties

City staff told councilors the administration plans to contract with Salt City to determine title ownership for a few dozen properties in the Eastwood neighborhood after questions arose about ownership and title records.
A staff speaker explained the work is needed because some properties the city believed it owned have unclear or disputed title records. The staff speaker said the options are to (a) rectify irregularities in city records, (b) sell the properties if the city conclusively holds title, or (c) untangle ownership if it turns out the city does not own them.
The speaker said the administration had considered using law department contracting but that assessment and legal teams preferred to come to council to contract Salt City directly given existing relationships. The intention is to obtain conclusive title determinations before any sale or transfer to prevent the city from selling property it does not own.
Councilors asked for confirmation of which parcels are affected and for staff to report back with recommended next steps; staff said they would recheck tax records with the county and follow up before the voting session.
