Mr. Hill, who presented the MOU to the board, said the agreement aligns Head Start and the Virginia Preschool Initiative (VPI) services for children ages 3–5, coordinates evaluations for children with disabilities, promotes parent engagement and establishes regular communication between Head Start and Radford City Public Schools staff. "We have two Head Start classrooms at McCarran," Hill told the board, noting the program helps provide daily meals, transportation and early exposure to school routines that ease kindergarten transitions.
The MOU authorizes continued collaboration on enrollment prioritization, joint transition events and shared curriculum planning. Board members said the arrangement benefits both programs because Head Start classrooms are physically housed in McCarran, allowing staff to integrate more fully with elementary operations.
The board voted to approve the MOU during the meeting's action items.
