Covington council approves two rezonings, tables third until September

The Covington City Council on Tuesday approved two rezoning ordinances and tabled a third at the owner’s request.
The approvals covered: an ordinance amending the official zoning map to change Lot 1A, Square 29044 (Division of New Covington) from CN, Neighborhood Commercial, to ID, Institutional (zoning case 25-06-03 ZC); and an ordinance to rezone a parcel in Section 32, Township 6 South, Range 11 East from ID, Institutional, to RS-2, single-family residential (zoning case 25-06-05 ZC). A separate matter (item 2025-07-02) was postponed to September after the property owner asked for more time.
Why it matters: Rezoning decisions change permitted uses and development patterns for affected properties and can affect neighborhood density, traffic and future permitting.
Councilman John Roberts urged support of the RS-2 rezoning, saying, “It’s going to RS-2, which are the bigger lots anyway. It’s less congestion. It doesn’t impede on anything.” The council noted the zoning commission had recommended approval in both contested matters (4–0 for one case, 5–0 for the other, as read into the record).
On item 2025-07-01 (Lot 1A, Square 29044), Council President Barrett opened the public hearing, asked for public comment and, hearing none, called for a motion to close and then to adopt the ordinance. The motion to adopt was made and seconded; a roll-call vote recorded all members present voting yes and the ordinance was adopted.
For item 2025-07-02 the owner requested postponement; Councilman Burrell moved to table the item until September and the motion passed on roll call.
For item 2025-07-03 (the ID → RS-2 rezoning), the council again closed the public hearing after no public commentators and voted to adopt the ordinance.
Actions recorded at the meeting show the council handled the three zoning items as a group of related cases: two ordinances were adopted and one was tabled to a future meeting for further consideration.
Looking ahead: The council did not indicate additional hearings or conditions tied to the adopted rezonings during the meeting. Any permits or development proposals on the rezoned parcels will proceed under the newly adopted zoning designations and applicable permitting processes.
