MAPS sidewalks: Phase 1A construction updates, amendment adds scope; Phase 2B plans sent to bid

The MAPS for Citizens Advisory Board received a construction update Aug. 7 on MAPS 4 Sidewalks Phase 1A and approved Amendment No. 3 and Change Order No. 5, increasing project value by $675,148.74. The board also recommended approval of final plans and specifications for MAPS 4 Sidewalks and Related Amenities Phase 2B to be advertised for bid.
Grady Wade, representing Smith Roberts Balaskiewicz (project engineer), summarized Phase 1A work covering three general alignments—Quail Creek, Britton Road and Northwest 23rd Street—and said the original contract length was about 27,050 linear feet. During construction the team added roughly 4,100 linear feet (including a Walker Avenue alignment connecting the Oklahoma Foundation for the Disabled) and the contractor performed substantial driveway and curb reconstruction where right-of-way and utility conflicts required it. Wade said Nash Construction is the contractor; the original contract was about $3.2 million and, with amendments and change orders, the project is now about $4.6 million.
Wade reviewed typical field issues that drove additional quantities: driveway reconstructions, utility box adjustments, pavement repair, additional curb and gutter, variable-height backside curb and sprinkler adjustments; months of heavy rain also extended the schedule. The extra alignment to connect the Oklahoma Foundation for the Disabled accounted for most of the added linear footage (about 3,700 feet of that addition). Board members noted the cost increase and were reassured that the higher contract value reflected added scope rather than only overruns.
On the Phase 2B package, John Strayhorn of Garver Engineers presented final plans covering five target areas (Venture District, Edwards Park, Culberts/East Highland, north of NE 23rd, south of NE 23rd). Strayhorn said Phase 2B is a “very standard sidewalk project” intended to fill gaps, replace noncompliant sidewalk and improve connectivity; estimated construction costs for Phase 2B sum to about $2.85 million with a phase budget of about $3.94 million, leaving a balance of roughly $1.09 million. The board recommended the plans be advertised for bid and the motion passed.
Separately under MAPS 3 accounting, the board approved Amendment No. 4 to close out units on completed MAPS 3 projects (Katy Trail connections and Air Depot Boulevard accounting adjustments). The amendment results in a net decrease to that fund’s contract quantities; the funds remain in the MAPS 3 account for other projects.
