Innovation District connectivity work advancing; board approves Kimley Horn for phase 2 engineering

The MAPS for Citizens Advisory Board received a construction update Aug. 7 on the MAPS 4 Innovation District connectivity Phase 1 and approved an engineering services contract with Kimley Horn & Associates for Phase 2 for a fee of $644,720.
Luke Schmidt, project manager for Kimley Horn, said crews have completed many Lotte sidewalk improvements and work is underway on Northeast Eighth Street in front of the Convergence area. The Phase 1 scope includes more than 3.5 miles of new or improved sidewalks and geometric changes at 23 intersections; the project also includes bicycle facilities and intersection improvements. Schmidt said the contractor has completed multiple curb ramp and signal pole installations and is installing radar detection at four intersections that lacked adequate coverage.
Kimley Horn’s Christina Stout described site-specific work: drainage repairs on the west side of Lotte to address runoff from OU Health parking lots, new area inlets and a flume to keep sidewalks free of flowing stormwater, and Silva cell installation in enhanced streetscape areas to support tree growth and irrigation in paved zones. “The Silva cells have gone in very quickly…that’s gonna allow for in between the Silva cells, to have a loose dirt to be able to allow the tree roots to grow into them,” she said. Stout also described paver installations at the Eighth and Lincoln intersection and pedestrian amenity zones with benches and accessible stopping spaces.
Project budget and schedule details presented: total project budget just over $3,500,000; one change order was active at the time of the briefing. Construction was expected to wrap up in September, though the schedule may slide to get better tree-planting conditions. Board members then considered and recommended approval of a professional services agreement with Kimley Horn for Phase 2 neighborhood connectivity (engineering services) for $644,720; the motion passed.
The update included the planned addition of bike lanes on Northeast A Street at project completion and highlighted coordination with OU Health and other local stakeholders. The board did not specify further conditions on the Kimley Horn contract during the meeting.
