Richmond Board approves demolition contracts for multiple unsafe properties

The Richmond Board of Public Works and Safety on Aug. 14 approved contracts to demolish multiple vacant or unsafe properties and closed a public hearing on demolition bids.
The board voted to approve contract number 1292025 to J.A. Shroyer Group LLC for an amount not to exceed $33,790 to demolish four properties (1021 Butler Street, 1505 North J Street, 1714 Northeast Street and 2002 Glen Court). The board also approved contract number 1302025 to Wicker Excavating for up to $23,300 (218 North Twentieth Street and 1024 Sheridan Street) and contract number 1312025 to B & B Construction of Richmond Inc. for up to $18,500 (221 Northwest East Street and 1226 Butler Street).
The approvals followed a public hearing on bids for two additional unsafe-building removals, at 108 North Seventeenth Street and 1030 South Eighth Street. Bids read into the record for those two addresses included (selected entries): Wicker Excavating (Liberty) — $13,200 for 108 N. 17th and $14,800 for 1030 S. 8th; J.A. Shroyer Group (Muncie) — $14,625 and $13,675; Cox Excavating (Richmond) — $14,250 and $13,250; Jarrett Trucking (New Paris, Ohio) — $16,260 and $17,201; B & B Construction (Richmond) — $11,510 and $12,500. The board closed the public hearing and the Code Enforcement Department said bids will be taken under advisement.
Sherry Ritchie, who identified herself as representing the Code Enforcement Department, told the board the department awarded the contracts on July 24, 2025, and asked the board to approve the corresponding contract numbers. When a board member asked how long contractors would have to complete the demolitions, Ritchie responded, “By December 31.”
No roll-call vote tallies with individual member names were recorded in the transcript; motions were moved and seconded and each approval was announced as carried following unanimous vocal “aye” responses.
The board’s actions place the listed properties under contract for demolition and remediation; the Code Enforcement Department will manage next steps, including scheduling and oversight of the work and any additional actions on the bids taken under advisement.
