Scott County commissioners heard that Morgan Foods donated $60,000 to purchase a second compactor at the county transfer station.
Transfer-station staff reported that the facility's existing compactors were installed in the 1980s and that replacing the second unit would improve operation and reduce ongoing maintenance costs. The county already used ARPA funds to replace one compactor; the Morgan Foods donation will allow replacement of the second unit, county staff said.
Staff said scales at the transfer station have been certified and a transformer remains to be installed by Clark County REMC before full operations begin. The scale vendor completed certification testing with a generator in place and obtained required certification pending final transformer hookup.
Commissioners discussed the accounting steps needed to accept and spend a private donation. They asked staff to draft an ordinance to create a restricted fund earmarked for the compactor purchase and to advertise an appropriation request to county council so the money can be used for procurement. Commissioners moved and approved drafting the ordinance and moving a fund-creation item onto the next agenda so the county has an appropriate restricted account for the gift.
Staff will contact the compactor vendor to schedule installation once the funding and transformer are in place.
