Hamilton County commission approves slate of resolutions, awards Hilltop Drive design contract and hears public concerns on Signal Mountain growth

Hamilton County commissioners unanimously approved a series of resolutions on Aug. 6, 2025, authorizing professional contracts, reappointments and transfers of county property, while receiving presentations about new court and jail leadership and public comment about development and school capacity on Signal Mountain.
The commission voted to award a design contract for the planned Hilltop Drive extension to Croix Engineers LLC for up to $1,535,620 and to waive procurement rules to transfer one surplus county vehicle to Hamilton County Stars Rescue. Commissioners also approved equipment purchases for the highway department and allocated $2,842,000 in bond proceeds to public safety projects.
The meeting began with introductions and recognitions. Judge Phil Young introduced Keith Grant as the new juvenile court administrator; Grant described his move from private practice and said he has begun reviewing court operations. Sheriff Garrett introduced Deputy Chief Tim Davis, who will serve as deputy chief of corrections at the Hamilton County Jail and said Davis brings 25 years of experience, primarily from California.
Commissioners approved routine reappointments and recognitions, including reappointing Jody Millard to the sheriff’s civil service advisory board and Ralph Mann to the Hamilton County Health and Safety Hearing Board; they also approved a certificate recognizing the 30th anniversary of the Americans with Disabilities Act.
