Council adopts consent agenda including multiple nuisance abatements and authorizes groups to collect parking fees for high-school football season

The Prattville City Council adopted a consent agenda on Aug. 19 that bundled a series of nuisance abatements, surplus property declarations, the city’s fiscal-year 2026 transportation plan for Rebuild Alabama Fund requirements and permissions allowing local organizations to collect parking fees for Prattville High School football season.
The consent agenda included multiple resolutions that declare properties with overgrown grass, stagnant water or accumulated garbage and rubbish to be public nuisances under chapter 46 of the City of Prattville Code of Ordinances and authorized the mayor to abate those nuisances and charge abatement costs. The packet lists properties such as 243 West Sixth Street; 1683 Rambling Brook Lane; 103 Grayland Drive; 1322 Huey Street; 104 Oakland Drive; 1259 Cooper Avenue; 101 Kingswood Drive; 518 Boxwood Road; 705 Francis Street; and others noted in the council packet.
The council also adopted a transportation plan for fiscal year 2026 as required by the Rebuild Alabama Act (Act 2019-2) and approved surplusing items from public works and wastewater departments.
Two consent items raised questions from the public: Resolution 14 grants permission to American Legion Post 122 to collect parking fees at the sanitation parking lots on Doster Road for the 2025-26 Prattville High School football season, and Resolution 15 grants similar permission to Sovereign Grace Church to collect parking fees at The Grove for the same season. During public comment, Jackie Nicks asked why fees from the Doster Road lot would go to the American Legion rather than the school; the mayor told the council that the Prattville Board of Education and athletic department had decided not to charge for parking around the stadium and that American Legion volunteers will manage the lot and its security. Councilor Whaley asked whether organizations collecting fees would be responsible for post-event trash pickup; the mayor said he would include that in the agreement and staff expected reports on receipts.
The consent agenda passed on a voice/hand vote.
