- Prairie Creek Road (KTA bridge to 20th Street) preliminary engineering agreement: Council approved a professional services agreement with GFT (formerly Transystems) for preliminary roadway engineering in the amount of $113,500. The Kansas Turnpike Authority is leading construction of the bridge; the city will pursue WAMPO funding for the roadway portion. Staff said the roadway design estimates were updated to current numbers and that, if funded, construction could be realistic in 2026 or more likely 2027. Vote: 6-0.
- Water service agreement: The council approved a four-party agreement among the city, Wichita Water Department, Rural Water District No. 5 and the property owner (1639 North Prairie Creek Road) allowing Rural Water District No. 5 to provide public water service to a property inside the city where Wichita’s distribution does not yet reach. The agreement requires reconnection to Wichita if public water becomes available in the future. Vote: 6-0.
- Quick claim deed into Andover Land Bank (former Days Inn site): The council deeded the property into the Andover Land Bank; trustees then accepted the property into the land bank. The land bank also adopted a proposed 2026 land-bank budget funded by a $15,000 allocation from the city’s 2026 budget. Land-bank votes were recorded 7-0. The city council subsequently reconvened.
- Consent agenda items: Consent agenda items 10.1 through 10.5 were approved as presented. Vote: 6-0.
Many of the items passed with unanimous council support and carried without extended debate. Where staff recommended additional follow-up (for example, the Prairie Creek roadway project’s funding and schedule or the water-service reconnection requirement if Wichita extends service), staff noted next steps and reimbursement provisions where applicable.
