Board approves Camp Victory Ministries dwelling-density transfer for staff housing

The Wabasha County Board of Commissioners approved a conditional-use permit allowing Camp Victory Ministries to transfer one dwelling density unit to enable staff housing.
David Nelson, representing Camp Victory, applied to transfer dwelling density from parcel R09-00255-00 to parcel R09-00265-00 in Mazeppa Township. The county planning commission held a public hearing on July 28, 2025, and recommended approval 5–0 with three conditions: approval of the dwelling-density transfer, completion of a boundary-adjustment application and compliance with plans and specifications submitted with the application.
Commissioners moved and seconded the CUP approval; there was no recorded opposition during the board vote. Camp leadership said the transfer is intended to create staff housing and that Camp Victory has worked with county staff during the application process.
Under the approved conditions, the applicant must complete the county’s boundary-adjustment process before implementing the density transfer, and the use must follow the submitted plans. The planning commission’s recommendation and the board action together authorize the transfer subject to those procedural requirements.
