At their Aug. 21 meeting, the Blair County Board of Commissioners approved a range of routine financial and service items in a series of motions and voice votes.
Consent agenda: Commissioners approved Resolution 404-2025, section A, which includes seven warrants. Section B included a series of budget transfers: $2,000 to cover a P .Corp insurance deductible; $4,765 to cover arbitrator fees; and $2,983.38 to cover legal fees from McNeese Wallace. The consent agenda also included personnel updates (employments, status changes, resignations, terminations and retirements) listed under items E through I. A motion to approve the consent agenda was seconded and carried by voice vote.
Children and Youth and service contracts: The board approved multiple fiscal year 2025–26 renewal purchase-of-service agreements and HIPAA business associate agreements on behalf of Blair County Children, Youth and Families (CYF), including agreements with Blair County Drug and Alcohol Program, Inc. (for the Seeking Safety evidence-based program and a CYF-based case manager), Family Services, Inc., and Cornell Abraxas Group LLC. Commissioners also ratified the submission of the CYF 2026–27 needs-based plan and budget narrative to the Commonwealth of Pennsylvania.
Lease extension: The board approved a one-year lease extension between Blair County Children, Youth and Families and JJ Keller Family Limited Partnership for office space at 317 Union Street, Hollidaysburg, from July 1, 2025, through June 30, 2026, at $1,975 per month (total $23,700 for the year).
NAMI contract amendment: Commissioners approved Amendment No. 1 to the 2024–25 contract renewal (Resolution 490-2024) between Blair County and NAMI of Blair County, increasing the maximum contract amount from $75,000 to $100,000. The increase was funded by reallocated Human Services Block Grant funds, the county said.
Blair Senior Services: The board approved the FY2025–26 renewal contract between Blair County Department of Social Services and Blair Senior Services for a maximum contract amount of $50,000 (Human Services Block Grant funds). The transcript records one commissioner abstaining from that vote.
Process notes: Most items were moved, seconded and approved by voice vote; the public transcript does not include roll-call tallies for these motions. Several approvals were explicitly described as funded by human services block grant money rather than the county general fund.
The board adjourned and scheduled the next meeting for Aug. 28, 2025, at 10 a.m.
