McCall council adopts ordinance annexing Kokanee Cove for city water service

At a special session, the McCall City Council voted unanimously to adopt Ordinance No. 1032, annexing about 13.18 acres at Kokanee Cove in Ponderosa State Park into the city of McCall to allow connection to city water and related services.
The annexation is intended to provide reliable water for newly built staff housing, fire suppression systems and improved pressure for campground loops. Michelle Grunewelt, the city’s community and economic development director, told the council the Idaho Department of Parks and Recreation requested the annexation to support a line extension and water service for the area.
Alyssa Yinsen of Kilometers Engineering, representing the Kokanee Cove project, said engineering work is well advanced. "The waterline is a little over 7,000 linear feet," she said, and the annexation area is about "13.18 acres." Yinsen said the project has progressed through construction in part because of grant funding timing and that campground loop connections and meter sizing remain under review with the city engineer.
The council packet notes the property is shown on the future land use plan as Ag/Forest and that the McCall Area Planning and Zoning Commission recommended designating the parcel AF (agriculture and forestry) when annexed. Grunewelt said the parcel’s current county zoning is RE (a single-family residential designation allowing one dwelling per five acres) and that the AF designation better matches the park’s recreational and open-space uses.
Adam Zargos, Management Services Administrator for Idaho Department of Parks and Recreation, told council that while the state park considers itself exempt from local ordinances, the department seeks to be "good neighbors" and appreciates the partnership with the city. Zargos said firefighting coverage will remain consistent: the fire district covers the peninsula and, after annexation, McCall Police Department would be the primary law-enforcement responder for the annexed acreage with Valley County as a secondary backup under an existing MOU.
The council first voted to suspend rules and read Ordinance No. 1032 by title only. The clerk read the title and statutory citations, referencing Idaho Code sections 50-223 and 63-215. The council then voted to adopt the ordinance, approving annexation application X-25-01 for the Idaho Department of Parks and Recreation and authorizing the mayor to sign necessary documents. The adoption passed on a roll-call vote with all members present voting yes.
Following the vote, Mayor Giles thanked park staff and contractors and noted the project’s visual improvements and safety benefits. The city clerk will file certified copies of the ordinance with the Idaho Tax Commission and Valley County officials as required by state statute.
