Mapleton council adopts updated parks impact-fee analysis; single-family fee rises to $5,861

Mapleton City Council on Aug. 20 adopted an updated impact fee facilities plan and impact fee analysis for parks and recreation and approved associated impact fees. Staff and the consultant told the council the update reflects post-2021 changes in development and land costs.
City staff said the previously adopted single-family parks impact fee was $3,587 and the study recommends a new fee of $5,861 per single-family home. The transcript records staff saying, "This impact fee study is proposing a fee of 5,861 for single family homes." The staff presentation also stated a proposed multifamily fee figure (current multifamily listed as $13.84 in the report and the proposed multifamily fee listed as $2,930 in the study documents presented to council).
Staff and the consultant explained the principal driver of the increase was land acquisition cost. A council member asked whether impact fees alone would cover long-term needs; staff replied they would not. The staff presentation referenced a planning-horizon estimate that Mapleton will need approximately $10,000,000 in parks-related investment to maintain the proposed level of service; staff said other funding sources will be required and cautioned against relying solely on impact fees because of market volatility.
Fred (consultant) was noted as delayed by traffic, and Logan (staff) led parts of the presentation. Councilmember Beck moved to adopt the impact fee facility plans and analysis and associated impact fees for parks and recreation; Councilmember Jones seconded. The motion passed with recorded votes from Councilmembers Beck, Jones, Garrett, Carlson and Egbert.
