Council approves consent agenda, employment agreements and multiple land-use items; tax-rate hearings set for September

The Southlake City Council handled a package of routine and specific actions on Aug. 19, approving the consent agenda, authorizing employment agreements after executive session, and voting on multiple land-use and signage items.
Consent agenda and appointments: Deputy Mayor Pro Tem Kathy Talley moved the consent agenda (items 4A–4I) and the council approved it 7–0. The consent agenda included approval of minutes, plats and replats, a first amendment to the Texas Rangers Miracle League field naming/sponsorship agreement, the award of a construction contract for Randall Mill Avenue water-line and sidewalk improvements (Quality Excavation LLC, not to exceed $2,450,000), and consideration of solid-waste rate adjustments under the Community Waste Disposal LP contract. The council also approved nominees to the Recreation and Athletics Task Force: Council members Francis Charlie, Randy Robbins and Chuck Taggart, park board representatives Magdalena Battles, Paul Venezchi and Renee Thomas.
Executive session actions: After the council returned from executive session (Texas Government Code Sections 551.071, 551.072, 551.074 and 551.087 were cited), the council voted 7–0 to "approve and authorize execution of new employment agreements and severance agreements with the city manager and city secretary effective 08/20/2025 with terms consistent with their existing contracts and to authorize the mayor to execute the agreements on behalf of the city council," a motion moved by Deputy Mayor Pro Tem Kathy Talley.
Zoning, site-plan and sign votes (selected): - Pecan Creek Professional Center (ZA25-0042): council approved a zoning change and site plan to add a permitted nonmedical spa use at 731 Zena Rucker Road (first reading approved) 7–0. - Clarendon School sport court (7B), Southlake Classic Pet Retreat (7D), Scooter Superstore (7E), and ordinance updates to the zoning ordinance (7F) were moved to and approved on the consent agenda. - Activate Games sign variances (SP25-0009) at 2717 E. Southlake Blvd., Suite 180, were approved 7–0; staff and the sign board supported the applicant’s preferred options and relocation of an existing sign in the facade.
Tax-rate schedule and hearings: staff presented the tax-rate proposal (proposed rate 2.95 per $100) during the budget work session and held the statutorily required public hearing on the tax rate as part of the agenda. Staff noted the proposed rate is above the no-new-revenue rate so hearings and the adoption vote will take place in September (public hearings Sept. 2 and Sept. 16; adoption scheduled for Sept. 16).
Why it matters: the council’s actions move forward the city's FY2026 budget process, several land-use projects and a multi-million-dollar infrastructure contract, and they formalized employment agreements after executive session.
