Council approves Carroll ISD site plan for Eubanks Intermediate shade canopy

The City Council approved a site plan to add a shade canopy over an existing playground at Eubanks Intermediate School (500 S. Kimball Ave.) during its Aug. 19 meeting.
"This is to seek site plan approval to add a shade canopy over existing playground located at Eubanks Intermediate School," Director Dennis Kilo said while presenting the application. Planning staff said they sent 43 public-notification letters to properties within 300 feet and received no responses.
Lanny Mooney, director of facilities for Carroll Independent School District, attended the meeting and provided materials previously shown to the Planning and Zoning Commission. The council voted 7–0 to approve Z A25-0040, the site plan for construction of a shade canopy over the existing playground area on Lot 1 R Block 1 Carroll ISD Number 4 Addition.
Why it matters: the canopy addition is intended to improve outdoor shading and student comfort at the intermediate school. The Planning and Zoning Commission recommended approval without conditions, and staff said the project complies with the applicable site-plan review criteria.
The council's motion referenced the city staff report dated Aug. 11, 2025, and a site-plan review summary dated Aug. 1, 2025. With council approval, the district may proceed with permitting and construction per the approved site plan.
