FHWA enhanced planning review finds Abilene MPO largely in compliance; report includes recommendations

Federal Highway Administration staff presented an Enhanced Planning Review of the Abilene MPO and told the board the audit found the MPO satisfied federal planning provisions and included several commendations and a small number of recommendations.
Alisa briefed the board that FHWA and FTA staff, TxDOT, City of Abilene, CityLink and MPO staff participated in the review. The audit covers compliance with federal planning provisions, citing 23 U.S.C. 134, 49 U.S.C. 5307 (and related planning provisions) and implementing regulations. MPO staff said the written audit and its comments were included in the meeting packet; staff characterized the overall finding as compliant with recommendations for minor follow‑up.
Jennifer Bales, acting team lead with Federal Highway in Austin, said she and colleagues participated in the review and offered technical assistance; she also noted FHWA will continue to be a point of contact for MPO questions.
No board action was required; the item was informational. Staff said the full audit and FHWA comments are in the packet and that TAC acknowledged the report.
