Council hears updates on Price–Helper walkway study, First North lighting and reservoir MOU

Staff and councilmembers provided progress reports on several infrastructure projects, including a Price–Helper walkway and bikeway study, potential lighting on First North and ongoing negotiations related to a proposed reservoir watershed agreement.
Councilmember Terry reported that preliminary work on the Price–Helper walkway and bikeway is complete and that planners had resolved some previous sticking points; staff said the project could be constructed in phases over about five years and would avoid private-property encroachments where possible. "It could be in reality over the next 5 years," Terry said.
On First North, councilmembers said funding and cost estimates remain under discussion; the college was asked to consider a 25 percent contribution toward lighting on city lines to improve pedestrian safety near the college. The council did not commit funds now and said the project likely would not appear in the current or next year’s CNIB (capital improvement) list.
On water infrastructure, mayoral staff and other city representatives said they are negotiating a watershed memorandum of understanding (MOU) with the canal company and other stakeholders. The mayor described the MOU and reservoir work as a multi-year effort with technical and funding components that have been under discussion for roughly four years. A new representative for Price will serve on the reservoir committee, staff said.
Councilmembers asked for follow-up reports and cost estimates; no funding approvals or final decisions were recorded during the meeting.
