On Aug. 18, 2025, the Buncombe County Planning Board voted to recommend approval of ZPH2025-00025, a petition to rezone a 0.92-acre parcel at 2596 Hendersonville Road from R-2 (residential) to CS (commercial services). The recommendation will be forwarded to the Buncombe County Board of Commissioners for final action.
Planning staff said the property, owned by applicant Kevin Eddins, is currently a residential building lot served by septic and public water and that it lies along a corridor where commercial zoning already exists. Staff noted the property is not in a floodplain or steep-slope overlay and does not contain moderate or high hazard stability areas. The county's Growth, Equity, Conservation (GEC) map places the parcel in a Mixed Use Area 1 designation, and staff concluded the proposed CS district is compatible with surrounding uses and is consistent with the comprehensive plan; the staff report recommended approval.
Board members asked about the lack of a transition between commercial and residential zoning at the site; staff responded that the zoning ordinance requires a 20-foot buffer (vegetation or fencing, or equivalent with administrator approval) between commercial and residential uses, and that buffering standards would apply. Applicant Kevin Eddins told the board he owns adjacent parcels, has met with neighbors within 1,000 feet and had no outstanding complaints other than requests to preserve trees lost during last storms; he said he has planted replacement trees and intends the rezoning to support adjacent Farmers Market activity and existing commercial operations.
A motion to approve the rezoning and include a consistency statement with the Buncombe County 2043 Comprehensive Plan passed by voice vote. The board will forward its recommendation to the county commissioners for final zoning action; staff will notify the applicant and adjacent owners once the commissioners' hearing date is set.
Next steps: recommendation is forwarded to the Buncombe County Board of Commissioners. Staff noted buffering and access standards in the zoning ordinance that will affect future development on the parcel.
