Goldsboro council approves interlocal framework to adjust sewer conveyance charges with Fremont and Eureka

The Goldsboro City Council on Aug. 18 approved an interlocal framework that lays out a path for billing and credits among Goldsboro, Fremont and Eureka for sewer conveyance and handling.
City Manager Matt Livingston described the proposal as a practical arrangement that uses existing conveyance infrastructure and reduces Eurekas monthly bill from over $20 per thousand gallons to roughly $12 per thousand gallons by changing how conveyance fees are charged and by adding a $2-per-thousand-gallon credit to Fremont. The arrangement is intended to keep Eurekas rates affordable while allowing Fremont to recover some costs for conveying Eurekas flow through its system.
Livingston and council members said the agreement will help Eureka continue to operate while it pursues a larger capital project funded by state grants to reduce its inflow and infiltration problems. The framework also advances regional sewer planning and aligns with broader merger and feasibility discussions the city is conducting with neighboring municipalities.
After a brief discussion the council voted 7-0 to approve the interlocal agreement and authorized staff to present the finalized agreement to Fremont and Eureka for their consideration.
