Council approves upgraded Water Mill Express kiosk; SUP granted for 15 years

The Garland City Council on Aug. 5 approved a specific-use permit to replace an existing water-and-ice kiosk with an upgraded model at 4550 West Buckingham Road, adding site landscaping as part of the proposal.
Planning staff explained the kiosk predated the 2015 Garland Development Code and thus had no SUP; replacement triggers an SUP under current rules. The applicant sought a 30-year SUP but accepted staff’s recommendation for a 15-year term. Staff also recommended additional landscaping at the entrance and noted the applicant leases two parking spaces for the kiosk area.
Rick Kelly of Water Mill Express said the new unit will add ice vending, improved filtration and payment options (including credit-card acceptance), continuous monitoring and daily servicing. Kelly said the company operates more than 100 vending stations across North Texas and is committed to daily maintenance and community service initiatives.
Councilmember Carissa Dutton moved approval for a 15-year SUP; the motion was seconded by Councilmember Jeff Bass and passed unanimously. Residents who previously spoke at plan commission expressed traffic and safety concerns with the overall shopping center but staff said the kiosk replacement was unlikely to change traffic patterns.
The SUP runs for 15 years; the applicant must install the agreed landscaping and comply with standard site and code requirements. The kiosk replacement will proceed through the city's permit process.
