The Garland City Council on Aug. 5 approved a planned-development amendment to revise the phasing plan for a mixed-use development at 240 East Interstate 30.
Planning staff said the amendment was a cleanup item to ensure each development phase will have adequate parking on its own, rather than relying on later phases to meet overall parking requirements — an issue that had complicated permitting. The 20-acre site, zoned PD 21-52, includes multifamily, retail components and townhomes; one phase has already gone vertical.
Applicant Anjum Varshney said higher interest rates and financing timing had prompted a request for flexibility in which phase is built next. She said the project is progressing, with the clubhouse Certificate of Occupancy expected the next month and vertical construction continuing on Phase 1; she invited council to a grand-opening later in the year and asked for phasing flexibility tied to financing and HUD program timing.
Staff said the requested phasing adjustments raised no planning concerns and plan commission recommended approval. Councilmember Moore moved to approve; the motion carried unanimously.
The action clarifies phase lines in the PD and will be followed by standard site and building permitting; staff will continue to verify adequate parking and infrastructure as each phase advances.
