Council clears plan for additional pad site at West Centerville shopping center

The Garland City Council on Aug. 5 approved a planned-development amendment for the shopping center at 930 West Centerville Road to allow an additional pad site and to update the PD’s list of permitted uses to align with the current Garland Development Code.
Staff said the existing PD dated to 1988 and contained outdated permitted-use language. The amendment cleans up permitted uses — moving some to permitted-by-right and others to special-use-permit (SUP) status — and would allow a new pad building of up to about 5,000 square feet. The applicant said the site is currently overparked and that the new building could accommodate retail or a restaurant depending on market interest.
Applicant Clay Trozo of Property Commerce said the update will help revitalize the center and that the team will market the added pad site to prospective tenants. Councilmember Luck moved approval; the motion was seconded by Councilmember Dutton and carried unanimously.
Plan commission recommended the same approach; the amendment also moved two uses (commercial blood/plasma collection and certain kiosks/trailers) to SUP review at plan commission request. Staff noted the applicant will be required to meet current landscaping and parking requirements during site permit review.
The amendment removes some auto-centric uses from the PD and leaves in place screening and existing perimeter walls where single-family homes abut the center. Owner representatives said they plan to market the pad and expect tenant interest this fall.
