Council approves cross-access-capable car wash at Broadway and Racetrack

The Garland City Council on Aug. 5 approved a planned-development amendment and concept plan for Scrubby’s Wave Wash LLC to build an automated rollover car wash at 6437 Broadway Boulevard.

Staff explained the current PD already allows an automated car wash and that the applicant is requesting to change the base zoning to community retail while removing an auto-repair use from the PD. Planning staff recommended approval with a neighborhood-office base zoning rather than community retail; the applicant accepted that direction and agreed to prohibit auto repair as part of the amendment.

Applicant representatives said the proposed 4,300-square-foot facility would include three queuing lanes to avoid backups onto Broadway and about 28 vacuum stalls, with a separate in/out driveway from Broadway approved by transportation staff. The operator said it is negotiating a cross-access easement with the adjacent Racetrack property to add a secondary entrance but transportation staff indicated cross access is not required for approval.

Maxwell Fisher of Zone Dev and Ally Sandoval of the operator described company community outreach efforts and said the operation would use water-efficient soaps, noise-dampening vacuum equipment and daily site maintenance. Councilmember Williams, whose district includes the site, moved approval and the council voted unanimously.

The approved plan requires construction of the Broadway driveway approach and standard permitting; the applicant said construction will proceed with or without the Racetrack cross-access easement, but will continue negotiations for the additional access.
