County council extends temporary moratorium on new mobile-home, RV-park and subdivision permits

Chesterfield County Council voted at its August meeting to extend an emergency ordinance placing a temporary moratorium on issuance of permits for establishment of mobile-home parks, RV parks and subdivisions.
The extension, moved by Councilmember Price and seconded by Councilmember Kirkley, was approved by voice vote after a brief discussion; the council confirmed that developments with existing mobile-home permits are exempt from the moratorium.
Council members said the county is coordinating with regional planning partners on next steps. “I’ve had several meetings with them. I don’t have an update today,” said Mister Edmond, a county staff member. He told council he would provide a written update to staff so it could be circulated to members.
The moratorium was described as a temporary, administrative measure to pause new permit approvals while staff and regional partners review permitting standards and potential local actions. Council did not set a public deadline during the meeting for when the moratorium will end.
Council discussion also briefly touched on procedure: the chair acknowledged an earlier oversight in calling the vote and moved back to the item to record the extension formally.
The action does not change or revoke any permits already issued; council members repeated that those existing permits remain in effect.
